3. Benchmark Coal Price (HBA, Harga Batubara Acuan) Specifications
The HBA is Indonesia's official government-mandated benchmark coal price, set by the Ministry of Energy and Mineral Resources (ESDM). It is mandatory for all Indonesian coal export sales (effective March 1, 2025) and royalties.
